Unclear It is not clear whether file uploads are now blocked under different conditions than before.

What

When CLAUDE_CODE_DISABLE_NONESSENTIAL_TRAFFIC is set, Claude Code can show the message "Uploading files to Anthropic is turned off by CLAUDE_CODE_DISABLE_NONESSENTIAL_TRAFFIC." The check that used to produce that error now answers yes or no.

It looks for a saved reply that matches a fingerprint of your current sign-in token. The reply counts if it is a named one or a recent one.

Why

This affects when Claude Code refuses to upload files to Anthropic. It matters if you set CLAUDE_CODE_DISABLE_NONESSENTIAL_TRAFFIC.
