Skills are reusable instructions Claude Code can load, and plugins are add-ons that package features. Claude Code now keeps internal state about skills converted into plugins. A related setting for carrying something across restarts is also present and is off by default.
A new remote switch is also present. It is off unless it is switched on remotely.
These look like early groundwork for showing skills as plugins. Nothing here changes what you do today.
