What
Feature flags are switches that Anthropic's servers use to turn features on or off. Claude Code saves the last set of flags it received.
Before, Claude Code always read these saved flags from the shared global config file. Now it reads its own saved copy first when it has one. It falls back to the global config otherwise.
Why
A running copy of Claude Code can keep its own flags instead of sharing one set with every other copy.
