An agent is a separate helper Claude Code can start to work on a task in the background. When one is left over from a previous session that ended, Claude Code can resume it automatically. A plugin (an add-on that extends Claude Code) can now deny that resume.
Why
Plugin rules now also cover background agents that would otherwise pick up again on their own.
