What
When CLAUDE_CODE_HOVER_REST is on, a diskless session (one that keeps its data in a storage service rather than on the local disk) now handles its configuration differently:
it can only load its config through a storage service, and stops with an error if none was given
if reading from that storage fails, it uses the default settings instead of reading the config file
it skips looking for backup copies of the config file
Before, it fell back to reading the config file directly.
Why
Sessions running with CLAUDE_CODE_HOVER_REST no longer touch the local disk for config. If storage cannot be read, expect default settings rather than your file's settings.
