When Claude publishes an artifact and the service that holds its contract cannot be reached, publishing now returns a refusal instead of a hint to retry. The message tells Claude that nothing was published or cleared and that you need to publish from the web. It also tells Claude not to publish without the page's granted capabilities unless you ask.
