What
A turn handoff passes an unfinished turn to a cloud worker. The description of what a cloud worker can do has a new internal field, hydrates_carried_lines. A worker sets it when it has rebuilt the conversation from the saved transcript and will accept a turn_handoff request that is sent a second time.
Why
This gives cloud workers a way to report one more thing they can handle during a handoff.
