What
When Claude Code checks a handoff, it can now refuse messages that were added onto it. A handoff is the point where a conversation is passed on in a shortened form after compaction, which means summarising older messages to free up space. If those added messages are refused, the handoff is marked invalid and the reason is given.
Why
This is a safeguard on the compaction handoff, so that a handoff with unacceptable added messages is caught rather than used.
