What
A background agent is a helper agent that keeps working while Claude does other things. After a restart, Claude Code tells the model what happened to such agents. Those notices used to always say to continue the agent with SendMessage. When the agent cannot be continued, they now suggest launching it again or retrieving its report instead. Related wording covers an agent that could not be restarted automatically and a report that cannot be retrieved from this session.
Why
The model is no longer pointed at a step that cannot succeed after a restart.
