Hooks are commands you configure for Claude Code to run automatically at certain moments, such as before a tool runs. Claude Code has a single check that decides whether your hooks are forwarded to a device. That check says no in these cases:
When those checks pass but a further condition fails, the hooks are kept back and Claude Code records that this happened.
Why
CLAUDE_CODE_DISABLE_HOOK_FORWARDING is the way to stop your hooks being forwarded. Claude Code also now keeps a record of the cases where hooks were held back for other reasons.
