Policy limits are the usage and permission rules your organization sets. Claude Code fetches them from a server. Before, it always fetched them on the spot. Now it can use a result fetched in advance, but only when that result matches the current checksum, generation, server address and account.
The fetch also passes a hedge option, controlled by the new environment variable CLAUDE_CODE_MANAGED_CONFIG_PREFETCH. An environment variable is a setting you give a program from your shell before starting it.
The usage report about this fetch now records whether the result was fetched in advance and whether the hedge was used. When the fetch fails, the server's error code is now kept with the failure.
For accounts whose organization manages policy, this means Claude Code may not need to wait for the policy-limits fetch, because a result fetched earlier can be used instead. A failure record now also says which error the server returned.
