What

When the models you may use are restricted, Claude Code works out where the restriction comes from. The check that tests whether a model matches the allowlist (an approved list of models) now always answers no. As a result, any restricted model is put down to the allowlist.

Why

If you see a restriction reason that names the allowlist, it may be because this check always gives that answer, not because of how your allowlist is set up.
