Tool error messages lose their wrapper tags before being shortened

A tool is an action Claude can take, such as reading a file or running a command. When a tool fails, its error text is wrapped in markup tags. Claude Code now removes those tags before shortening a long error, instead of shortening the wrapped text as it was.

Why

Error text is cleaner, and the tags no longer count toward the length limit, so more of the actual message survives.
