A feature controlled by tengu_violin_finetuner now runs only when the server explicitly switches it on. Before, it stayed on unless a server explicitly switched it off, and stayed on if reading the setting failed. Now it is off unless switched on remotely, and a failed read also leaves it off.
The flag server returned it as off for this site's account and on for the anonymous baseline, in readings not taken under this release.
