What

A PreToolUse hook runs your own command before a tool call executes and can block it or ask you first. Hook results now carry a marker for whether an ask decision was held for a call handled by the server. When it is held, that marker is passed back along with the reason.

Why

This is part of how permission decisions are held for server-side review.
