What
Hooks modules are add-ons that run automatically at certain points. They can be turned off remotely, and the error you see when they are off used to say only that the remote switch was off.
When that off setting has been saved on your machine, the error now suggests starting claude once with network access.
Why
A saved setting can be out of date. Starting Claude Code while online can update it, which helps plugin authors stuck with an old switch.
