What
Claude Code now logs a message saying hooks modules are not loaded, that no switch lifts this, and that no built-in plugin loads. Hooks are your own commands that Claude Code runs at set moments, and a hooks module is a way of supplying them.
Why
In this build, hooks modules are switched off outright. No setting turns them back on.
