A PreToolUse hook is a command you set up to run before Claude uses a tool, and it can block the tool. When such a hook cannot run, Claude Code blocks the call. The message shown is now shorter and says the call was not run. It used to talk about a call served for a cloud session and about refusing rather than skipping the check.
