Small additions to usage reporting, file errors and connection options

Several small changes:

• New usage events for SessionStart hooks from plugins loaded late in a session, a name filter in a fleet view, and a note about mentioning a skill
• The usage event sent when a plugin is disabled from the command line now also records an aliased ID
• A file error meaning the file already exists now reads "the name is taken"
• One model's advisor ranking changed from 5 to 8
• Network connections can now take a connection timeout
