At the start of a remote session, Claude Code refreshes its list of available commands. If you set the environment variable CLAUDE_CODE_CCR_FOLD_FIRST_TURN_RESCAN and plugins are still starting up, that refresh now waits until plugin startup has finished, and is skipped if a refresh has already completed. Without the variable, the refresh runs right away as before.

A new step also runs SessionStart hooks for plugins that load late, where hooks are commands set to run automatically at points in a session.

The delayed refresh is off unless you set the variable, so nothing changes by default.
