When you resume an earlier session, Claude Code looks at whether the last turn was cut off so it can carry on. It now collects the tool calls (actions Claude asked to take) left without an answer at the end of the session, grouped by the reply they came from, and decides reply by reply whether the turn was really finished.
If those tool calls were answered in a restored card, Claude Code no longer brings the interrupted turn back. The CLAUDE_CODE_RESUME_INTERRUPTED_TURN environment variable is still read when resuming.

Resuming a session should less often restart a turn that had in fact already finished.
