What
Claude Code can sync your plugins against a list of plugins that should be installed. When that list is marked as degraded (incomplete), plugins you already had that do not ask for a specific version are kept. The sync also does not mark itself as finished cleanly in that case. Before, only the plugins on the list were used.
Why
A partial or failed fetch of the list should no longer cause plugins to be removed.
