What
A tool call is an action Claude takes, such as running a command. When one times out or is cancelled, Claude Code tells Claude how it ended and when. It used to add that the call may have partly run if it had started. That part is now left out when nothing ran.
Why
Claude gets a more accurate picture of what happened, so it is less likely to check for or undo work that never took place.
