What
Skills are sets of instructions Claude can use for particular tasks. Claude Code keeps a list of core skills. It now takes that list from a policy sent by Anthropic's server, and uses the last list it received when none arrives. Before, it used a list built into Claude Code. When certain checks fail, the list is empty.
