When you ask your admin to manage usage credit settings, the confirmation step now records whether its checks succeeded. It counts as checked only when the eligibility check said you are allowed and the lookup of pending requests worked.
Why
In practice, Claude Code can now tell a confirmed request apart from one whose checks failed or were not allowed.
