Scrollbars reveal on hover only when the terminal reports mouse hover

Scrollable areas in Claude Code's interface have a scrollbar that appears when you hover the mouse over them. That behaviour now only switches on when hover is actually being tracked, which means fullscreen mode with full mouse tracking turned on. Before, it was on whenever the content was longer than the visible area. If hover tracking stops, any hovered state is cleared.

Why

In terminals that do not report mouse movement, the scrollbar no longer depends on hover events that never arrive, such as the mouse leaving the area.
