Artifacts: skip quickstart when a type link was already given

What
The Artifact tool, which Claude uses to create shareable artifacts, has a read-only quickstart action that is normally the required first call before making anything new. This release changes that step:
The tool's action description and the Artifacts instructions now exempt one case: creating from a type_url that this conversation already provided. Claude should publish with that type_url first instead of calling quickstart. Before, the instructions said quickstart still came first even when the type's link was known, because the link did not bring the design systems.
The publish result now carries the design systems for decks and designs.
When design_systems is passed on a create, the note now says it is an input of the "quickstart" action and is ignored on create, and that the design systems are listed anyway if the create result includes them.
The design-system fetch now receives an extra flag.
Why
When a conversation already hands Claude an artifact type's link, creating from it takes one fewer step, and Claude still gets the design systems from the publish result.
