Before committing, Claude is instructed to say whether each verification check RAN or was NOT RUN. A trivial-commit Exception already lets some commits skip checks. A new rule for that Exception says that when a commit qualifies and every check is NOT RUN, Claude should print no status sentence at all, while the No-Verification-Needed trailer (a line added at the end of the commit message) still records the skip.
This rule is only added when a hooks module registers an attribution.text handler for the exemption kind and that handler returns some text. Without such a handler, the rule is left out. The handler's own text is also added to Claude's instructions.
Without that handler, Claude's pre-commit instructions are unchanged. With it, trivial commits carry no spoken note about skipped checks, and the record of the skip lives only in the commit trailer.
The finding does not say how a plugin registers an `attribution.text` handler.
