Small internal changes: PowerShell permission flag, Ink input clock, prompt dispatchCommand

Three small internal changes:

• The permission check for PowerShell and other commands now sets a flag when it skips a statement.
• The display layer now shares the current input time with the parts of the screen it draws.
• The prompt input box now receives a dispatchCommand value.

The tasks dialog's check for running tasks also gained a term that is always false.
