Remote Control diagnostic path loads policy limits through a new helper and reports a specific code

When Claude Code checks whether Remote Control can run, its telemetry (usage data reported back) now records the specific diagnosis code instead of only org_policy_denied or bridge_disabled. Policy limits are loaded through ensurePolicyLimitsLoadedForDiagnostic.
