Claude Code keeps a signed copy of your organisation's policy limits on disk, and it runs a one-time background check on that copy. That check is now skipped in two cases:
ANTHROPIC_UNIX_SOCKET is in use, meaning the connection runs through a local socket tunnel
Claude Code was launched diskless, meaning without writing to disk
Why
In these setups, the check on the policy-limits copy no longer runs at all.
