What
Claude Code keeps a record of installed plugins. When a plugin is uninstalled, the removal can now check that the entry still matches what it expected. If the plugin's install location (installPath) or its lastUpdated time has changed, the entry is kept and nothing is written. The result is reported as "kept".
Why
An uninstall that overlaps with a reinstall or an update, for example from another Claude Code window, no longer deletes the newer install's record.
