Claude Code builds an index of saved memory to add to the prompt. It now checks whether memory is available using three possible states. When the policy state is "held", building the index is skipped with the reason policy_pending rather than the general reason unavailable.
Why
Waiting on a policy is now reported separately from memory being truly unavailable. This makes the cause clearer to anyone reading the reason.
