What
The coordinator prompt has a line about the Skill tool, which loads a skill's full instructions. That line is now included when the list of tools handed to the coordinator contains Skill. When no list is handed over, the older check is still used. The prompt text itself has not changed.
Why
The coordinator is only told about Skill when it can actually use it.
