What
AskUserQuestion is the tool Claude uses to put a question to you and wait for your answer. Sometimes the tool is still listed for the conversation but is switched off for the session, for example in a non-interactive run that has no way to show you a question. Claude is now told that nobody in the session can answer it, that it cannot run, and that it should carry on without it. If Claude needs your decision, it is told to ask in its reply text instead.
Why
In automated or scripted runs, Claude gets a clear explanation instead of a failed tool call. Any question it has will appear in its written output, where you can see it.
