Artifact type list: tier shown as a prefix and descriptions truncated at word boundaries; new type: permission-rule matching

Artifact type lists now show the tier in brackets before the title and cut long descriptions at a word

In the list of artifact types, each line now starts with its tier in brackets, then the title. Long descriptions are cut at the end of a word and followed by an ellipsis (...).

New helpers also match permission rules written as type:<glob> against artifact types, for both allow and deny rules. A glob is a pattern where * stands for any text.

Why

The list is easier to scan, and permission rules can now be matched to artifact types by name pattern.
