A new helper function checks whether a given id is present in swarmPermissions.pendingSandbox, i.e. whether a sandboxed permission request is still pending for it. It sits alongside existing helpers that register and resolve entries in the same map.
Why
This is internal plumbing: as of this change, only the register and resolve helpers have any callers, so the new lookup helper has no observable effect on its own yet.
