When an adopt claim is found stale, its live frame entries are no longer thrown away. The claim now returns the entries marked stale: true with a backfilled writtenAtMs, along with empty shells and cron lists, and the tengu_adopt_claim event gains an extra frame_live_stale field. A stale claim with no frame entries at all still returns null.
