Staging a downloaded plugin into the version cache now supports a strict cache-checking mode that re-verifies the destination path before, during and after the move. If the occupant of a destination path cannot be examined, the move is refused outright rather than proceeding. If the move itself throws, the staged copy is cleaned up instead of being left behind.
The previous permissive rename/copy helpers were removed in favor of this stricter path.
