The permission payload builder for Edit, Write, and NotebookEdit now returns a contentWithheld marker plus a "no-changes" panel instead of a diff whenever the old or new content exceeds the size cap, contains control characters, the existing file is too large to preview, the path is a network path, or a notebook cell can't be parsed or found. The dialog message states the change cannot be reviewed and that approval is therefore one-time only.
The Bash sed simulated-edit preview received the same withholding treatment.
