The device-bridge telemetry switch now emits tengu_device_bridge_reannounce, carrying a reason, an outcome, the in-flight count at start, the drain duration, and a drain-timeout flag, plus tengu_device_bridge_reannounce_contended carrying just a reason. The existing device-bridge stop event also gained a reason field.
