resume_replies now has an arm_in_flight outcome that explains a live-watch connection begun before the stop is still winding down, so a resume cannot attach to it yet. Resuming when the artifact's watch itself was stopped now denies with a message stating there is no separate auto-reply stop to resume. The tool-use description for resume now also discloses when resuming will additionally re-watch the artifact, and two new subscription failure explanations were added for wake subscriptions.
