A cross-session inbox row can appear in settings but stays hidden without a server flag.

A cross-session inbox settings row is gated by CLAUDE_CODE_HARBOR_KITE or tengu_harbor_kite, both off, and hardcoded off elsewhere.

The flag server returned on for the one account this site reads, and nothing in this release compiles it off by default. The compiled default is shown below, and says which it is when we cannot read one: a fifth of gates compile in a string or a number rather than on or off, and most published releases have no gate table behind them at all. No client can see what the server returns for your account.

The settings view can now show a row for a cross-session inbox, controlled by a new crossSessionInboxRowVisible prop. In the main REPL it is on when CLAUDE_CODE_HARBOR_KITE is set, otherwise a Windows sub-gate, otherwise the server flag tengu_harbor_kite, which defaults to off. A second place that builds the settings view hardcodes it to off, so without a server value the row stays hidden.
