Worker Init PUT Retry Logic

The daemon worker initialization PUT request now retries up to 3 times with exponential backoff (500ms base, max 30s) before giving up. Previously, a single failure would immediately throw. A telemetry event tengu_bg_pty_unavailable is logged if all retries are exhausted.

Strings lifted out of the shipped bundle, so the claim above can be checked against them.
