Version Check in Essential-Traffic-Only Mode

When running in essential-traffic-only mode (e.g., CLAUDE_CODE_DISABLE_NONESSENTIAL_TRAFFIC), the version display now shows a specific message instead of a generic failure: "Version check skipped (essential-traffic-only mode)".
