With web fetch off, a Messages API request that includes the tool fails with a 400 `invalid_request_error` that says web fetch is not enabled, and `web_fetch` calls in a [Claude Managed Agents](https://platform.claude.com/docs/en/managed-agents/overview) session return an error result to the agent while the session continues. With web fetch on, the admin can also set allowed or blocked domains for web fetch on the same page.
