Tool calls already approved by an `allowedTools` entry, a settings allow rule, or the permission mode, such as `acceptEdits` or `bypassPermissions`, never invoke it. To gate every tool call, use a [`PreToolUse` hook](/docs/en/agent-sdk/hooks) instead.
