The member's values are kept but not used, and their Settings show that the package mirror is controlled by their admin. The mirror host is allowed automatically and the public hosts it replaces are removed from the allowlist, as for a member-set mirror. While you manage the network allowlist, those hosts stay removed even if they are switched on in your list.
