731730In Enterprise organizations that have HIPAA enabled, the **Desktop** toggle is off by default and an [Owner](/docs/en/server-managed-settings#access-control) can turn it on. Applying the [HIPAA configuration](/docs/en/hipaa-setup) turns it off, even if it was on, so an Owner has to turn it on afterward. **Cloud sessions** and **Remote Control** are also off by default, and an Owner can't turn them on once the organization has the HIPAA configuration applied.
