That check used to leave out side work that is not part of the main conversation. It now also covers the step where the `WebFetch` tool, which Claude Code uses to fetch a web page, has the model read the page it fetched. For that step, all of these must hold:\n\n- the request comes from the main conversation or from a subagent, a helper agent Claude Code starts for a smaller task\n\n- extra usage is turned off for a stated reason, not because of a fetch error or an unknown reason\n\n- the remote switch tengu_lantern_hinge is on\n\ntengu_lantern_hinge falls back to off when the server sends nothing. The separate tengu_smooth_harbor check is now consulted only when no reason is recorded for extra usage being off. Notifications about workflow tasks can now also carry a note saying a usage limit denied them.\n\n**Why**\n\nThis changes what happens to a web page fetch when your account runs into a usage limit partway through a task.
